How to be Successful in the Federal Stimulus Funding and Government Contracting Arenas

Program Overview
With the passing of the Federal Stimulus Bill, all eyes are on Washington as the primary pipeline for money that was once gotten through venture capital channels. Today, technology companies must work with, and contract with the federal government in a way that they have never had to in the past. The good news is that stimulus funding is available to both large and small tech companies if the proper steps are taken to access it.

Buchanan Ingersoll & Rooney PC has assembled a panel of experts who will provide a "Washington 101" primer on the most effective ways to access stimulus funds; how to gain knowledge and the right attitude needed for doing business with Washington; and what companies need to know about federal government contracts, SBIR/STTR grants, and writing winning proposals.

Mary Ann Beyster, President, Foundation for Enterprise Development (FED)
Ms. Beyster became FED president in 2005. She is currently managing numerous programs to promote and advance research on employee-ownership and works directly with early stage and expansion companies to help prepare companies for growth and help maintain the ownership with those who grow their company. She is the principal investigator for DARPA's initiative to facilitate small business technology transition. Previously, Ms. Beyster held management and business development positions at SAIC, CH2MHill, and SRI International, working in a range of fields including energy, environment, water, life sciences, and national security.

Thomas L. VanKirk, Chairman, Buchanan Ingersoll & Rooney PC
As chairman and immediate past CEO of Buchanan Ingersoll & Rooney PC, Tom provides visionary strategic leadership to the firm in numerous areas, including client relationship development and the recruiting of attorneys and groups of attorneys to the firm. Alan Rubin, Director of Federal Government Relations, Buchanan Ingersoll & Rooney PC
With more than 25 years of experience, Alan Rubin focuses his practice on lobbying, legislative and advocacy support on behalf of his clients, with additional focus on the sports and entertainment industry and disaster recovery programs. He has provided federal government relations consulting to a wide variety of clients in the banking and financial institutions industry as well as the sports, entertainment, national security, defense and technology industries. Alan began his career in the high tech arena as a senior vice president for Control Data Corporation's Super Computer Division and senior corporate vice president for Data General Corporation.

David J. Taylor, Vice-Chair, Government Contracts Practice, Buchanan Ingersoll & Rooney PC
David J. Taylor has been in private practice for nearly four decades, primarily in the fields of government contracts, complex civil litigation, construction, international commercial and trade law, antitrust, communications and technology law. He is vice-chair of the Government Contracts Practice. David primarily counsels clients and litigates in the area of government contracts, with particular emphasis on bid protests, requests for equitable adjustment and claims, compliance programs, and contract terminations and close-outs. He has counseled a variety of both large and small businesses and not-for-profits on the full range of federal procurement issues.

June Chocheles, President, Chocheles Consulting Group
June Chocheles is currently the President of the Chocheles Consulting Group providing business strategy and R&D planning, implementation and commercialization support to an industry and federal government client base. She is also currently the Foundation for Enterprise Development's Federal R&D Transition Manager. She was previously the Chief Operating Officer of CONNECT and held a variety of positions during her 20+year career at SAIC to include Vice President of Science & Technology Strategy where she co-managed SAIC's multi-million dollar Internal R&D portfolio and contributed to the planning and execution of R&D and systems focused contract capture activities. June is the founder and current chair of the Athena San Diego Century Scholarship fund for young women, and the current Chair of the Community Advisory Council (CAC) for the San Diego Chapter of Achievement Rewards for College Scientists (ARCS).
